Mr. David Yeow is currently a partner in Rajah & Tann, LLP, a Singapore-based law firm. He is a member of the disciplinary committee of Singapore Exchange Derivatives Trading Limited (SGX-DT). He was earlier a member of its rules committee and has been the primary legal adviser to SGX-DT and its predecessor, the Singapore International Monetary Exchange Limited (SIM EX), for the past two decades.

Mr. Yeow acted for SGX-DT in the investigation into the collapse of Barings Bank and was a member of the representative group from SGX-DT responsible for its presentations on the same to the US Commodity Futures Trading Commission, the Chicago Mercantile Exchange, and the Chicago Board of Trade.

Mr. Yeow is also the primary external legal adviser to the Singapore International Commodity Exchange Limited (SICOM), having originally advised on the privatization of its predecessor body. He is also a member of the rules committee of SICOM.

Mr. Yeow is on the Mediation Panel of the Association of Banks Singapore and was a member of the Debt Capital Market Working Group of the Monetary Authority of Singapore's Financial Centre Advisory Group Banking Sub-Committee.

Mr. Yeow's acumen in issues of regulation and compliance will help SMX implement best practices on its trading platform.

After five years as Chief Executive of the Financial Services Commission (FSC), Mauritius, Dr. Milan J.N. Meetarbhan took up his new appointment as Mauritius Ambassador to the United Nations in New York in January 2011.

Dr. Meetarbhan was appointed Chief Executive of the Financial Services Commission - the integrated regulator for all financial services other than banking in Mauritius in December 2005. Dr Meetarbhan has long been associated with the development of the financial services sector in Mauritius.

He acted as legal adviser to the Ministry of Finance from 1986 to 1990 and was involved in the setting up of the Stock Exchange of Mauritius. He served as the Chairperson of the Financial Services Consultative Committee, set up by Government of Mauritius in 1997 to review a comprehensive set of legislation relating to the financial services sector.

Dr. Meetarbhan was Senior Policy Adviser to the Prime Minister and Head of the Mauritius Government’s Policy Unit from 1995 to 1998. He served as Chairperson of Mauritius Telecom from 1998 to 2000.

Formerly Associate Professor of Law and Head of the Law School of the University of Mauritius, Dr. Meetarbhan was conferred the title of Honorary Fellow in Law by the University of Mauritius in October 2007.

Dr. Meetarbhan studied law in London and Paris. He was called to the Bar at the Middle Temple and then obtained a Diplome d’Etudes Approfondies en Droit des Relations Internationales et des Organisations Internationales from the Sorbonne, a Diplome d’Etudes Superieures Specialisées en Diplomatie et Relations Internationales from Université Paris XI and a Doctorate in International Law from the Sorbonne.

Most recently, Mr. Bajpai served as the Chairman of the Securities and Exchange Board of India (SEBI) and Life Insurance Corporation of India (LIC).

Mr. Bajpai has been the Chairman of Corporate Governance Task Force of International Organization of Securities Commissions (IOSCO), Insurance Institute of India, and has served on the Governing boards of Indian Institute of Management (IIM), Lucknow, and National Insurance Academy (NIA).

He is a member of Reserve Bank of India's Standing Technical Committee on Financial Regulation and the Board of Advisors of Indian Army Group Insurance Fund.

Mr. Bajpai's knowledge, skills and experience have seen him being a member on the board of several companies such as General Insurance Corporation of India (GIC), ICICI Bank, UTI, UTI Bank (now Axis Bank), Tata Chemicals, National Housing Bank, Discount and Finance House, etc.

He has been the Non-Executive Chairman of National Stock Exchange (NSE), Stock Holding Corporation of India (SHCIL), and LIC Housing Finance Ltd.

Mr. Bajpai has received several awards for his contribution to business, the most significant being the "Outstanding Contribution to the Development of Finance" award from the Prime Minister of India, Dr. Manmohan Singh.

Mr. Bajpai is a distinguished Indian business leader and has authored several books such as 'The Securities Market', 'Marketing of Insurances', and 'How to Become a Super Successful Salesman'. He delivered lectures at prestigious business schools including the London School of Economics (LSE), Harvard University, and Massachusetts Institute of Technology (MIT ).

Mr Thomas J. McMahon is Member, Advisory Board of Singapore Mercantile Exchange. Mr. McMahon brings with him over 25 years of industry experience in derivatives and commodities across Asia and the U.S. Formerly, he was the Director of NYMEX Asia.

Mr. McMahon joined NYMEX as Director of Asia after acting as an advisor to the Exchange in its agreement to link NYMEX ACCESS® with the Tokyo Commodity Exchange in 2004. In launching NYMEX Asia, Mr. McMahon brought the established Energy and Metals contracts of the exchange to the Asian business community and instituted a development program for Asia region specific contracts. In September 2005 NYMEX launched Singapore 180 fuel oil swap. This was followed by a 380 bunker swap and the East West Swap, tying the European refiners market to Southeast Asia. In the course of launching the new products Mr. McMahon established good working relationships with the various regional regulatory agencies including the SFC, CSRC, MAS, METI, MOF, FMC and DFSA.

From 1993 to 2003, Mr. McMahon was an owner-operator of Gaslink.Com, focusing on the order execution of natural gas futures and options contracts. He began his career as a member of the New York Cotton Exchange and the New York Coffee, Sugar and Cocoa Exchange which is now a part of the IntercontinentalExchange.

He became a member of NYMEX in 1982. In 1984, he served as Vice Chairman of the Petroleum Advisory Committee, prior to the launch of the gasoline futures contract. Mr. McMahon was elected onto the NYMEX board of directors in 1987 and served as Chairman of Natural Gas Advisory and Petroleum Delivery Committee leading up to the launch of the natural gas futures contract.
